Purpose

 

AIPEG is a complex Facility providing a variety of technical assistance, advice and support to various GoI agencies. To allow effective management of all relevant information a Management Information System (MIS) is to be developed. In addition, AIPEG is to provide technical advice and support to GOI partner agencies.

 

The AIPEG MIS will form part of the overall Monitoring and Evaluation Framework (MEF), but will also capture information (such as procurement records, costs and budget data. etc) that may not form part of the MEF. The MIS is to be developed from the TAMF III MIS, however changes will be required to reflect the new focus of AIPEG (increased institutional strengthening and capacity building) and the requirements of the MEF.

 

A key ongoing activity will be provision of technical MIS advice and support to GOI agencies. Lead Advisers working in partner agencies may, in consultation with counterparts, identify the need for the development of new MIS or upgrading/modification of existing MIS. The MISA will be mobilised to provide this advice. Specific terms of reference or Tasking Notes will be prepared for each input by the MISA.

 

Approach

 

AIPEG MIS Activity:

In developing the MIS, the MISA is expected to work closely with the Monitoring & Evaluation Adviser (MEA), Gender Adviser (GA) and Gender Coordinator (GC), the DFD and other key advisers (for example members of the Technical Support Group) in developing the MIS. The aim of this engagement is to ensure that the MIS reflects the overall needs of AIPEG. The MISA will also meet with AusAID, members of the Facility Evaluation Team and the AIPEG Advisory Board to identify items of information that they consider germane to their monitoring of AIPEG performance, or that may be required for higher level reporting (for example to support AusAID Jakarta reporting to AusAID Canberra or Parliament).

 

The MIS must be easily adaptable to allow changes to the MIS as the Facility evolves and other information management requirements are identified, or in the event new activities or components are added to the Facility’s scope by AusAID. The MIS should be built to an appropriate internationally recognized standard using MS Access. All software used must be fully licensed and legally installed on AIPEG systems. AIPEG will be responsible for the purchase of such software and related licenses.

 

AIPEG recognizes the importance of the MIS and has engaged a permanent IT Manager with extensive MIS experience. The MISA will work closely with the IT Manager in the development and installation of the MIS, and shall provide necessary training to the IT Manager so that this person can effectively fulfil the role of ‘System Administrator’.  The MISA is expected to provide online (i.e. email or telephone) support on an ad hoc basis to facilitate problem solving during the life of AIPEG.

 

Other MIS Advisory Support

The MISA may also be requested to provide support to GoI agencies on the development of databases or MIS systems for their own internal departmental use. Such advice may constitute high level policy and or technical advice or suggested solutions to a particular need. On these occasions, the MISA will work closely with the Lead Adviser, ADMM and counterparts in the formulating the response to the need.

 

Tasking Notes for Each Specific GOI Activity:

The MISA will be tasked via separate Tasking Notes related to each individual input.

 

Experience/Qualifications

The MEA shall have the following qualifications and experience:

 

Qualifications

The consultant should hold a postgraduate degree in Information Sciences with a major in MIS development and design.

 

Experience

 Minimum of 5 years experience in designing, building and fielding MIS systems with such experience in development aid projects systems highly desirable

 Demonstrated practical experience in research or evaluation design, conduct, and management.

 Demonstrated ability to develop and deliver functional MIS systems with fully documented user, design, and ‘System Administrator’ guidelines in hard and e-copy format.

 Demonstrated ability to train and mentor national counterparts in MIS skills and systems

 Experience in working in Indonesia.

 

Languages

 English language skills (fluent) – essential

 Bahasa Indonesia language skills (basic or above) – desirable.
