Duration and inputs: Variable part-time inputs over the period 2010-2012 with options beyond this period subject to Deacons/AusAID approval

 

Purpose

AIPEG is a complex Facility providing a variety of technical assistance, advice and support to selected GoI agencies (MOF, MOT, BAPPENAS and CMEA). The major focus of AIPEG is to support GoI agencies in their reform processes particularly in the areas of economic and fiscal management and good governance reforms. Integral to this support are changes in the way the agencies manage and develop their human resources with an increased focus on gender equality.

 

Reform of the GoI bureaucracy is driven also by a Presidential directive which requires the restructure of ministries by 2011 with the aim that they will be more effective and efficient and capable of fulfilling their responsibilities on behalf of the Indonesia public.

 

AIPEG places long term (Lead) advisers in agencies to facilitate, advise, guide and support change at the technical and policy level. However, many of these changes have consequential impact on the skills, qualifications and attributes of the personnel charged with implementing the reforms over the long term. As the Lead Advisers are technical experts in their own fields, their expertise does not necessarily extend to in-depth understanding of effective ways to emphasize appropriate gender equality in the way organisations are structure or staffed.

 

Focus

The GA will take the lead role in advising AIPEG Management Support Team, Lead Advisers, other Advisers and support staff on high level Gender issues. The GA’s activities will need to mesh with gender initiatives of the GoI and as appropriate provide advice on refining such activities to reflect contemporary thinking on gender equality. Aspects such as gender mainstreaming, gender analysis and gender budgeting will form part of this advice.

 

The GA will work closely with the full-time Gender Coordinator (GC) in supporting AIPEG activities (through the Activity Design & Management Mentor or ADMM, and Lead Advisers) to integrate gender into all designs including appropriate monitoring and evaluation criteria.

 

Key Roles

 Establish with the GC a network of relevant contacts in gender empowerment in the AIPEG Sub-facility agencies and the Ministry of Women’s Empowerment

 Develop, with support from the GC, a Gender Strategy for the AIPEG Facility to promote gender integration in work plans and activities in accordance with both GOI policies and AusAID’s Gender Policy

 Develop/produce guidelines with support of the GC, on implementation of the Gender Strategy for inclusion in the operational manual and briefing of Facility personnel

 Work with the Monitoring & Evaluation Adviser (MEA) and GC to establish suitable criteria for monitoring and evaluating gender outcomes as part of the overall AIPEG Monitoring & Evaluation Framework (MEF)

 Conduct training in gender awareness to AIPEG Facility stakeholders; and provide in-house training on regular basis to AIPEG staff with support from the GC

 Support Advisers and GoI staff of sub-facilities in integrating gender into activity designs with the underpinning emphasis of ‘sustainability’

 Subject to timing of inputs, along with the GC, support the Facility Evaluation Team to audit progress in gender integration across the Sub-facilities, and prepare an annual report on implementation of the Gender Strategy for the Advisory Board as part of the FRIP process

 Promote gender equality in AIPEG Sub-facilities and the Management Support Team, including through provision of information on successful practical examples within AIPEG Facility

 Facilitate the establishment by the GC of a ‘Gender Reference Group/Committee’ to review AIPEG gender strategy and plans, ensure they are inline with GOI Gender policies and initiatives. Encourage the Gender Reference Group to provide feedback on AIPEG gender initiatives in a ‘continuous improvement’ approach to gender.

 Assist the GC and DFD to develop the format and theme for a regular ‘newsletter’ to be distributed to stakeholders on current Gender issues and topics and AIPEG gender activities and successes

 Support the Facility Evaluation Team in integrating gender into evaluative research of AIPEG Facility processes and outcomes.

 

Approach

The GA will operate primarily from AIPEG office and report to the AIPEG Deputy Facility Director. However, in order to work effectively with Lead Advisers, the GA will spend time working with them and counterparts in the relevant ministries/agencies.

 

Reporting

The GA will report on Gender matters as follows:

 Routine oral briefings to the FD, DFD and ADMA on the status and progressive outcomes of gender activities

 Contribute Gender aspects to the FRIP and other reports as required

 Brief the FET, AB and EC as required

 

Qualifications

The GA should hold a graduate or postgraduate degree in social sciences with emphasis on gender

 

Experience

 Minimum of 5 years experience in delivery of gender related programs in organisations, particularly bureaucracies

 Experience in delivering Gender in Indonesia and or other developing countries

 Be comfortable with working with high level bureaucrats, including government ministers

 Demonstrated ability to train and mentor national counterparts in Gender topics such as equality, equity, analysis, mainstreaming, and budgeting

 Knowledge of AusAID’s Gender Equality Policy;

 High level computer skill in word processing and PowerPoint applications

 Excellent communication skills including experience working cross-culturally

 Ability to work under pressure and meet deadlines

 Ability to work effectively as a member of a multi-disciplinary team

 Knowledge of the Indonesian civil service and/or broad gender implications of economic policy in Indonesia would be desirable

 The Gender Adviser will seek to work within AusAID policy and guidelines on gender, poverty, the environment, human rights and governance

 

Languages

 English language skills (fluent) – essential

 Bahasa Indonesia language (fluent) – desirable
